Tom McGraw is general manager of Government Solutions for Ingenix. McGraw has spent his entire 26 year career serving or supporting governments.

Before turning to health care, McGraw served as a submarine officer and commanded two naval reserve units. Subsequently, for the Commonwealth of Virginia, he led the state’s revenue forecasting, managed a cross-government consulting team, and launched Medicaid managed care and disease management.

McGraw consulted with federal and state government agencies while with KPMG and Booz Allen. He spent significant time in New York, New Jersey, Michigan, and Colorado implementing business process outsourcing efforts supporting Medicaid and State Child Health Plus (SCHIP) programs as well as consumer health information portals. He has worked on or managed efforts related to Medicare, military health, behavioral health, child welfare, and various other health and human services programs.

Prior to joining Ingenix, Tom served as president of MAXIMUS Financial Services Inc., a company focused on government health care financing. He holds a BS in History, Political Science, and Economics from the US Naval Academy in Annapolis, MD, and an MA in Economics from Old Dominion University in Norfolk, VA.
